Califon is a small borough set in the narrow valley of the South Branch of the Raritan River, with a well-preserved historic district and a concentration of Victorian-era houses that gives the village a distinctive character.
Victorian roofs mean complexity: cross gables, dormers, decorative bargeboards, turret and bay roofs, and porch roofs at pitches quite different from the main structure. Each of those is a place water has to be managed deliberately.

Porches with separate shallow-pitched roofs are near-universal. Buildings sit close together on small lots along the valley floor, with some rising up the valley sides.

Because it has so many transitions. Every dormer cheek, cross gable, bay and porch junction is a place where two planes meet and water has to be directed deliberately. The field of the roof is rarely the problem; the transitions almost always are.
Very likely because it is shingled at a pitch too shallow to shed water. Below roughly 2:12, shingles let water work back under the laps. Patching does not change that. A low-slope membrane is the repair that actually holds.
