Milford is a compact Delaware River borough in western Hunterdon County, historically a mill town, connected to Pennsylvania by the Milford–Upper Black Eddy Bridge. Its streets hold a well-preserved nineteenth-century core.

The borough's buildings are largely nineteenth century, frame and masonry, closely spaced on small lots, with pitched street-facing roofs and lower-pitched rear ells and additions. Mixed-use buildings appear along the main street. Plank decking and original masonry chimneys are typical of the older stock.

Because they are usually low-slope roofs, and low-slope roofs are unforgiving. Water does not run off them quickly, so any error at a seam, a termination or the junction with the pitched roof in front becomes an entry point. Shingles on those sections make it worse, because they cannot shed water at that pitch.
It depends what is failing. Localised seam or termination problems on an otherwise sound membrane are repairable. A covering that is cracked, shrunken or saturated underneath, or shingles on a pitch that cannot carry them, needs replacing with a proper membrane system.
Mainly through persistent damp and shading, which slow drying and favour moss and algae. It is a maintenance consideration. Where properties sit on lower ground, making sure downspouts discharge well away from the building matters more than usual.
